Job summary
The Property Team is a small, multi-disciplinary, multi-site team that works closely together to manage a broad and varied programme of work. The team works at pace, engages confidently with stakeholders, and supports delivery of the Department’s Property and Locations Strategy.
The Department has embarked on an ambitious Property and Locations Strategy, including office closures, the expansion of its second headquarters in Wolverhampton, and the relocation of its London office. This is an opportunity to join the team at a pivotal point and contribute to a significant programme that will shape the future of the Department’s estate.
Job description
As Senior Strategic Asset Manager, you will ensure the Department’s property portfolio is actively and effectively managed to support delivery of the Property and Location Strategies. You will lead strategic portfolio planning, support estate rationalisation and expansion, manage key property data, and work closely with internal and external partners to deliver effective property outcomes.
Key responsibilities include:
- Delivering the Department’s Property & Locations Strategies, including identifying opportunities to rationalise, acquire or divest space in line with business needs.
- Develop and maintain strategic portfolio plans and governance products, including Strategic Asset Management Plans, Property Event Pipelines, SofTE reporting and future property strategy inputs.
- Manage property portfolio data, records and financial information, ensuring accurate analysis of occupancy, lease events, costs, billing and payments to support evidence-based decision-making.
- Build and manage effective stakeholder relationships, including with internal corporate functions, Arm’s Length Bodies, the Government Property Agency and other delivery partners.
- Support delivery of sustainability, assurance and team priorities, including mandatory sustainability reporting, compliance activity, and line management or mentoring of Property Team colleagues.
Person specification
- Substantial experience in property, estates, asset management and/or estates portfolio strategy, with the ability to support strategic planning, business cases, governance products and briefing material.
- Strong understanding of commercial office property portfolios, including landlord and occupier requirements, occupation agreements, lease events, risks and opportunities for improvement.
- Excellent stakeholder engagement and relationship management skills, with the confidence to work collaboratively across finance, policy, operations, governance, Arm’s Length Bodies, delivery partners and external stakeholders.
- Strong analytical capability, including the ability to develop, maintain and interpret property data, financial information and performance reporting to support evidence-based decision-making.
- Sound financial and commercial awareness, including the ability to review rents, rates, service charges and other occupation costs in line with agreements and value-for-money expectations.
- Experience supporting governance, assurance, compliance and sustainability reporting activity, including an understanding of property standards, frameworks and reporting requirements.
- Highly organised, resilient and collaborative, with strong communication skills and a commitment to diversity, inclusion and continuous improvement.
Essential Criteria
Candidates must demonstrate the following:
- MRICS, FRICS or IWFM qualification, or working towards, with relevant property, estates or asset management experience.
- Experience developing and delivering property portfolio strategies, including strategic planning, governance and briefing products.
- Strong understanding of commercial office portfolios, including landlord and occupier requirements, lease events, and opportunities for rationalisation, acquisition or disposal.
- Excellent stakeholder management skills, with the ability to work confidently across internal teams, delivery partners and external stakeholders.
- Strong financial, commercial and analytical skills, including the ability to interpret property data, costs and performance information to support decision-making.
- Experience supporting governance, assurance, compliance and sustainability reporting across a property portfolio.
- Strong communication, organisation and people management skills, with a commitment to inclusion and continuous improvement.
