About the role
Job summary
Health and Safety Executive (HSE) is dedicated to protecting people and places, helping everyone to lead safer and healthier lives. The Chemicals Regulation Division is an operational division that sits within HSE and is responsible for the permissioning and enforcement of chemical regulations. A key function is ensuring that our regulatory obligations are delivered to meet expectations of all stakeholders and that appropriate assurance processes are in place to achieve these standards.
The Divisional Support Unit works at the heart of Chemical Regulations Division’s (CRD). The Unit is responsible for delivering a range of operational services and functions and includes providing governance and assurance for the division’s core regulatory and business activities. These activities include providing support to regulatory teams and the senior leadership team, risk management, planning and performance monitoring, business management and divisional communications.
This Regulatory Assurance role will ensure delivery of a high quality and responsive service for Regulatory Assurance activities whilst driving a culture of teamwork, high performance and continuous improvement. The successful candidate will be comfortable working with and briefing senior leadership, proactively using their initiative to meet challenges that may arise.
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.
Job description
The role sits within a fast paced and agile Divisional Support Team where flexibility, proactivity and innovation are at the heart of the work.
In brief, the Regulatory Assurance role encompasses compliance reporting on enforcement activities, reviewing and expanding existing Assurance Frameworks, working with senior leaders and operational colleagues from across the organisation to implement change and improvement and, overseeing the quality of assurance reporting.
Key Responsibilities
- Working collaboratively with the Regulatory Assurance Lead, you will lead a small team delivering high standards of service. As part of this, you will create an inclusive and positive working environment where our people can thrive and succeed.
- Supporting the development and delivery of assurance activity within HSE in response to regulatory assurance frameworks implemented by Director of Regulation (DOR) assurance team. This will include developing regulatory process maps, instructions and guidance relating to how governance and reporting should be managed across all Operational Divisions in HSE, of which CRD is one.
- Delivering assurance activities in line with HSE’s quarterly timetable on compliance, working with our divisional regulatory colleagues to achieve this. This will include providing analysis and high quality assurance reporting, dashboards and briefings to the divisional director and centralised Assurance Team (DoR).
- Contributing and supporting the division to deliver business improvement activities for enhancing the underpinning Regulatory Assurance processes associated with permissioning activities under Plant Protection Products, Biocides and REACH; co-ordinating communication of any changes and monitoring and reacting to feedback.
- Changing and improving processes across compliance and permissioning activities to strengthen internal controls and provide expert advice and constructive challenge to improve assurance practices.
- Keep up to date with changes to guidance and be able to apply this to your reports and decision-making.
- Take responsibility for self-development and maintaining and developing your professional skills, knowledge, and capability by undertaking appropriate training and development.
- Potential line management of colleagues subject to business need.

Travel
This post can be based in either York or Bootle with occasional travel between both locations to meet with team members, attend team meetings, etc. There will be a requirement for some overnight stays.
Person specification
Essential Skills and Criteria
- Demonstrable experience of leading or delivering assurance processes within a complex organisation i.e. identifying, assessing and monitoring, ideally within an operational or regulated working environment.
- Proactively identify and escalate risks/issues, proposing evidenced recommendations, take ownership and accountability for effective delivery of outcomes to time.
- Be a confident decision maker, exercising sound judgement and challenging information in a constructive manner appropriate to the situation and influencing others when needed.
- Organisational skills with a track record of successfully responding to sudden and unexpected demands, adapting positively to change, working effectively in fast-paced environments, managing tight deadlines, and balancing competing workstreams.
- Attention to detail and ability to assimilate information from a wide range of sources, using good written and verbal communications skills to summarise complex discussion points into key messages clearly and succinctly to a variety of audiences, including more senior colleagues.
Hybrid Working
At HSE, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. This is a voluntary, non-contractual arrangement, and your allocated office will be your contractual place of work.
There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 60% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.
Therefore, we would encourage candidates to consider if the commute from home to the office is a feasible distance to travel before making an application. Please note that if you are successful, hybrid working will be discussed prior to taking up the post.
