The Home Office works to build a safe, fair and prosperous UK. We achieve this through our work on counter-terrorism, policing, crime, drugs policy, immigration and passports.

The Chief Operating Officer Group works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The group is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.

We’re looking for an engaging and experienced professional to lead and deliver the full learning cycle for Health, Safety and Fire (HSF) training across the Home Office. This role is central to designing and delivering high-impact learning that supports a safe and compliant environment for over 53,000 colleagues.

The role involves identifying learning needs, engaging stakeholders, and , delivering, and evaluating training that meets legislative requirements, HSE standards, and National Occupational Standards. Working closely with subject matter experts, you will develop specialist knowledge and operate with a high degree of autonomy.

Job description

You will manage multiple learning projects, prioritising activity to meet organisational needs while delivering training for both operational and non-operational staff. During quieter periods, you will promote learning opportunities, support HSF Business Partners, create learning resources, and deliver initiatives such as lunch-and-learn sessions and toolbox talks to strengthen safety culture.

The successful candidate will build strong relationships across government, align learning programmes with strategic priorities, and deliver engaging training ranging from accredited courses to bite-sized learning sessions. Excellent communication and stakeholder management skills are essential.

You will also provide expert advice, drive continuous improvement, evaluate training effectiveness, and manage resources efficiently to ensure value for money and measurable impact.

Key Responsibilities:

  • Deliver the full learning lifecycle, including scoping, designing, delivering and evaluating HSF learning products, ensuring content is accurate, accessible and aligned with legislation, standards and departmental policies.
  • Engage stakeholders to understand needs, gather feedback, and ensure solutions meet organisational requirements.
  • Develop and maintain learning materials and training records in line with HSE requirements, National Occupational Standards and internal governance.
  • Coordinate external training providers (e.g., IOSH) to commission specialist HSF courses, to, ensuring quality, consistency and alignment with Department needs.
  • Deliver high-quality learning across all levels - including Senior Civil Servants and emergency support roles e.g. fire marshals, in both classroom and virtual environments, providing clear guidance and adapting delivery to meet diverse needs.
  • Build effective working relationships with Home Office colleagues and wider government to share best practice and identify collaboration opportunities.
  • Support HSF capability by developing additional learning products and promoting awareness across the Department. Monitor and evaluate the impact of learning solutions, using data to refine future training .
  • Manage multiple projects concurrently, balancing delivery with wider L&D priorities.

Working Pattern

Due to the business requirements of this role, it is only available on a full-time basis. However, compressed hours are available.

Travel

Frequent overnight travel will be required to attend meetings, deliver training and engage with stakeholders. Travel and subsistence costs will be reimbursed in line with standard Home Office policy.

Person specification

Essential Criteria:

  • Strong instructional design skills, grounded in adult learning principles, with the ability to create engaging, accessible and inclusive learning experiences.
  • Proven experience designing, developing and delivering digital, blended and classroom learning content within a large or complex organisation.
  • Ability to deliver training confidently to diverse audiences, including adapting delivery in real time to meet learner needs.
  • Experience working with stakeholders and subject matter experts at all levels to co‑create learning solutions and incorporate feedback effectively.
  • Ability to manage multiple learning projects independently, balancing hands‑on delivery with wider priorities while maintaining high standards of quality.
  • Capability to evaluate the impact of learning, apply insights to improve content and delivery, and proactively develop your own expertise to support effective learning design.

Desirable Criteria:

  • Experience with digital learning tools and platforms (e.g., Articulate, Vyond, LMS).
  • Relevant health and safety qualifications (e.g. IOSH Managing Safely, NEBOSH General Certificate) or willingness to obtain them.
