Job summary

The Security and Public Access Officer is responsible for managing the security of the training state which includes ensuring compliance with security protocols in accordance with JSP 440, the Manual of Defence Security. The post holder will support the Comd DTE SE on external communications to manage and maintain safe public access on the estate nationally. The role will also lead on reviewing byelaws and rights of way to best meet the needs of Defence and local communities. The post requires an understanding of military training, policy and procedures are essential in ensuring user training objectives and operational requirements are understood when addressing security and public access issues.

This position is advertised at 37 hours per week.

Job description

1. Promulgate and oversee the implementation of all security policy across the training estate including, but not exclusively, the access control to sites and training, physical security measures, the management of armouries and magazines, and that any compliance shortfalls are identified and managed accordingly. 25%

2. Respond to public access enquiries and complaints on behalf of the Regional Commander. 10%

3. Work together with the Training Safety Marshals to enforce and advise on byelaw and Public Right of Way violations, speeding and other illegitimate activity. 10%

4. Assumes the role of IT Security Officer as directed by the regional commander. 5%

Lead on local communications including liaising with local focus groups, other community organisations and MoD representation on regional matters relating to public access, including the promotion to the public education and awareness with all matters relating to the MoD and the training estate whilst maintaining a primary focus of safe training. 30%

6. Report security and access incidents immediately to the HQ SyPA Officer and maintain comprehensive and accessible records and statistics of such incidences. 5%

7. Support the police with evidence relating to public access infractions, trespass, and general illegal activities across the training estate, and to conduct security investigations in accordance with RIPA if necessary. As well as attend court and provide evidence as and where necessary. This will include assisting, if asked in reviewing byelaws as requested by the Byelaws Review team by providing specialist, local knowledge to best meet the needs of Defence and local communities. 10%

8. Any Other Tasks as directed by Commander SE Region. 5%

Essential experience / knowledge

  • Demonstrate a working knowledge and / or understanding of the Safe System of Training
  • Proficient in all Microsoft programmes.
  • Full UK driving licence - The post holder will be responsible for reacting to safety incidents, conducting monthly inspections of sites where there is no public transport system.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance. The post does not offer relocation expenses.
