Job description

This is a high-impact opportunity to lead complex valuation work for Local and Devolved Government clients, supporting public bodies to make informed property decisions. Working closely with the Sector Head, you will provide technical leadership across a regional team of specialists and caseworkers, guiding the delivery of complex casework, project management and assurance activity

District Valuer Services provides professional property advice across the public sector, including to private and third sector organisations delivering services of a public nature. You will work with a varied client base across Local and Devolved Government and may also support work across other DVS sectors.

The role offers a strong combination of professional challenge, autonomy and visible client-facing work. You will apply advanced valuation expertise, support quality and consistency, and help build capability across the sector.

Key responsibilities

  • Lead and oversee complex, high-profile valuation and project work, applying advanced professional expertise and ensuring delivery of high-quality outcomes.
  • Provide technical leadership, guidance, and support to caseworkers within DVS, primarily on a regional and as required, on a national basis promoting consistency, quality and professional excellence across the sector.
  • Deliver expert valuation advice to Local Authorities nationally, including valuations for financial reporting purposes, acquisition (purchase and lease), disposal, rent reviews and planning viability.
  • Support the Senior Management Team and working closely with Team Leaders in the transferring of skills across the sector to build capability and the delivery of agreed quality and timeliness targets.
  • Identify risks and issues and make recommendations on action to be taken.
  • Maintaining an awareness of the wider political, economic, social, technical, environmental, and legislative agendas that impact DVS Local Government clients.
  • Pro-actively market our professional services to existing and potential clients whilst developing and maintaining client relationships ensuring customer satisfaction.
  • Understanding and challenging the needs of the client, identifying, and developing new products and services required.
  • Represent HMRC valuation Office as an expert witness and appear before arbitrators or provide submission of evidence to independent experts and Lands Tribunals where required.

Person specification

We are seeking an experienced valuation surveyor with advanced technical expertise, strong stakeholder engagement skills and the ability to provide technical leadership across the sector. You will be a credible and trusted adviser, capable of managing complex priorities, influencing others and delivering high-quality outcomes for clients.

Essential Requirements

  • Full RICS or IRRV Surveying Qualification. You must be eligible to become an RICS Valuer Registration Scheme (VRS), criteria as determined by the RICS is as follows: https://www.rics.org/globalassets/rics-website/media/upholding-professional-standards/regulation/rules-for-registration-of-schemes_2020.pdf
  • An advanced level of technical knowledge such as providing valuation advice for financial reporting purposes, acquisition (purchase and lease), disposal, rent reviews and planning viability, including the application of relevant legislation, case law, and codes of practice and professional RICS standards.
  • Strong leadership and communication skills with the ability to build trusted and credible relationships with clients, peers, and direct reports.
  • Excellent written and oral communication skills, with the ability to communicate clearly and effectively with internal and external stakeholders.
  • Strong stakeholder management and influencing skills, including high levels of negotiating, consulting, and interpersonal skills to achieve co-operation over mutually acceptable solutions.
  • Show strong project management capability, taking the lead on large valuation exercises ensuring delivery to the client’s requirements and achieving full cost recovery.
  • Full driving licence with a willingness to travel. Be flexible on work areas and undertake (national) work outside of their region, some overnight stays may be required.
