About the role
Job summary
This role will:
1) Contribute to the national level engagement across the sector on growth, new business and engagement who will be responsible for increasing the Affordable Housing (AH) supply across the country, in collaboration with delivery partners (such as housing associations, Local Authorities, specialist and community providers and private sector property developers) to:
- Lead innovation and delivery of AH, including attracting new entrants, lead SAHP relationship with regional Growth teams and the operationalisation of new initiatives and commissions from Government.
- Increase housing supply ( in line with Government priorities for the Social and Affordable Homes Programme) by working with new and existing providers to meet housing targets
- Translate the affordable housing strategy into targeted delivery that responds to market and partner analysis
- Support the AH sector and business development colleagues with intelligence and evidence from partners
- Working with a Head of Affordable Housing Growth, be the sector lead with national representatives, public bodies and industry bodies for AH, supporting the AH lead on national engagement
- Provide AH expertise to Investment and Development teams, including being part of multi-disciplinary teams where required to increase housing supply.
2) Support the development of the single pipeline with opportunities for affordable housing across the country working closely with the wider regional teams and national teams particularly the wider Affordable Housing team, the strategy team, Markets, Partners and Places (MPP) and MPP Place.

Job description
Key accountabilities and responsibilities
- Responsible for driving growth and new business to increase affordable housing supply, including identifying new entrants to increase market resilience.
- Responsible for building the AH delivery pipeline across the country to increase housing supply, taking a strategic approach to delivery and need, based on market opportunity and intelligence, including specialist and community provision.
- Maximise the opportunities identified by colleagues to increase affordable homes and overall housing supply.
- Identify and work with regional and national industry bodies, public bodies and affordable housing providers across the country to remove barriers and unlock capacity to increase and accelerate delivery.
- Prepare and present new investment bids within delegations and governance, providing Growth Managers with leadership and technical expertise on larger and more complex proposals. Make recommendations to Head of Growth.
- Provide technical AH expertise to the business, including exploring options on land and investment products to increase supply.
- Understand the current affordable housing priorities, how this relates to places and partners, their appetite to deliver and respond to Homes England ambitions building relationships with this sector to develop investable propositions to secure
- Ambitious about exploring and implementing new approaches, demonstrating industry best practice and value for money.
Person specification
Key skills, knowledge and experience
- Knowledge of the AH sector, with an extensive network of contacts with delivery partners and industry leads.
- Understanding funding models of affordable housing delivery partners, including specialist providers and experience of AH delivery.
- Understanding viability and development appraisals, including local and regional housing markets.
- Degree level and/or professional qualification in a relevant field and/or relevant senior leadership experience in a delivery role.
- Excellent communication and negotiation skills.
- Be able to work collaboratively, developing strong and effective relationships internally and externally focused on the wider mission and objectives of Homes England.
- Demonstrate positive engagement and collaborative solutions with partners and stakeholders adopting a multidisciplinary approach.
