Working Arrangement: Hybrid/flexible working subject to service requirements, with occasional travel to other council locations and partner authorities.

Role Overview

Surrey County Council is looking for an experienced Senior Business Analyst to join the IT & Digital Service. The successful candidate will work closely with council services and IT teams to understand business change requirements, analyse existing processes and develop effective IT and digital solutions.

You will take a lead role on complex and strategic business solutions, typically involving significant project resources, while providing specialist Business Analysis advice and supporting the development of BA capability across the service.

Key Responsibilities

• Lead Business Analysis activity across complex IT and digital transformation projects.
• Engage with stakeholders to understand business needs, problems and objectives.
• Gather, analyse and document functional, data and non-functional requirements.
• Evaluate potential solutions and produce recommendations, feasibility assessments and project proposals.
• Identify opportunities to improve business processes, systems and ways of working.
• Act as the link between council services, users and IT applications/infrastructure teams.
• Support the definition of acceptance criteria and testing requirements.
• Manage and influence stakeholders at all levels, including senior managers and external partners.
• Lead and coordinate BA teams and provide coaching and professional guidance to other analysts.
• Deputise for the team manager and support the delivery of effective Business Analysis practices across the service.
• Work in accordance with BCS Business Analysis principles and methodologies.

Essential Experience

• Significant experience working as a Senior, Lead or Principal Business Analyst.
• Strong experience delivering complex IT, digital transformation or business change projects.
• Proven experience in requirements gathering, analysis and documentation.
• Strong stakeholder management, communication, negotiation and influencing skills.
• Experience analysing business processes and developing improvement solutions.
• Experience managing or mentoring Business Analysts or project teams.
• Ability to manage multiple complex priorities and deliver within resource constraints.
• Knowledge or practical experience of BCS Business Analysis methodology.
• Experience working within a local authority, public sector or similarly complex organisation would be highly desirable.
• Degree/equivalent qualification or significant relevant professional experience.
