Job summary

The role:

The Licensing Manager role is integral to the regulation of the National Lottery. You will be part of the team responsible for the management and oversight of the National Lottery operator’s compliance with the National Lottery Licence, interpreting Licence Conditions, processing proposals from the operator, and developing licence policy as required.

The team:

This team is responsible for the ongoing development of the Fourth National Lottery (4NL) assurance and risk management framework and reporting, working collaboratively across the 4NL team and wider Commission to produce comprehensive assessments of assurance and risk for key stakeholders.

Your responsibilities:

You will be responsible for:

• Undertaking varied activities relating to the Gambling Commission’s management of the National Lottery Licence. This will require the ability to understand complex issues and interpret evidence swiftly to identify risks and present outcome-based recommendations, and will specifically include:
  • The processing of requests from the operator for Licence variations or waivers;
  • The assessment of proposals from the operator for new games and / or activities and;
  • Understanding and determining the Licences.
• Identifying the requirement for policy changes to the National Lottery regulatory framework and delivering these amendments as required.
• Developing and providing insights and reports to key stakeholders as necessary / upon request.
• Effectively managing internal stakeholder relationships, fostering collaboration to improve the regulation of the National Lottery, including with the Gambling Commission Compliance team.
• Effectively managing complex external relationships, demonstrating an ability to build and maintain positive links and act in an advisory capacity.
• Acquiring a sound understanding of the National Lottery regulatory framework and associated processes and using this to inform all aspects of this role.

What we’re looking for:

Essential criteria:

• An inquisitive mindset with the desire to understand and solve problems by seeking out information.
• Interest in undertaking varied work and ability to prioritise workloads.
• Experience in analysing and understanding complex matters or proposals, highlighting risks and trends and providing recommendations on how to proceed.
• Excellent communication skills, both orally and in writing, with the ability to convey complex or highly nuanced concepts and issues clearly and succinctly to a wide range of audiences.
• Experience of developing and optimising effective internal and external stakeholder relationships.

Desirable criteria:

• Experience in shaping, developing and implementing policy.
• Experience in a regulated sector, working with a regulator or regulated company, and of regulatory best practice.
• Experience in the public sector or of working with central government, including officials and ministers.
• Experience of delivering workstreams and projects to agreed outcomes, deadlines and budgets.
