Role Purpose
The Workforce Data & Insights Manager plays a critical role in enabling evidence based decisions across Organisational Effectiveness & Capability, using workforce and organisational data to identify where development, intervention and improvement are needed. Reporting to the Head of Resource & Capability, the role focuses on transforming workforce, capability and organisational data into actionable insight that supports operating model effectiveness, skills development, workforce sustainability and performance improvement.
The role owns workforce and capability analytics, dashboards and modelling within the OE&C remit, enabling leaders to understand trends, diagnose issues and target interventions. By embedding data‑driven thinking across organisational design, capability and effectiveness activity, the role supports continuous improvement and alignment between people capability and organisational outcomes.
Job description
Key Accountabilities
- Provide authoritative data, insight and analytics to support Organisational Effectiveness & Capability objectives, including capability development, workforce sustainability and performance improvement.
- Develop and deliver dashboards, reports and analytics that identify where organisational or capability development is required, highlighting trends, risks and opportunities.
- Partner with senior stakeholders across OE&C to diagnose workforce and capability issues, using data to inform improvement priorities and interventions.
- Own workforce, capability and organisational MI, dashboards and modelling within the OE&C scope, acting as the single source of truth for these datasets.
- Lead scenario modelling, forecasting and skills gap analysis to inform capability‑focused planning and organisational improvement decisions.
- Maintain data integrity through robust governance, quality controls and standard definitions across workforce and organisational data sources.
- Build data literacy within OE&C teams, enabling effective use of insight to drive improvement and development activity.
Key Responsibilities
Workforce Capability & Organisational Insight
- Develop and deliver high‑quality analytics and dashboards focused on workforce capability, skills, capacity and organisational effectiveness.
- Analyse trends in skills gaps, workforce sustainability, performance indicators and development needs.
Scenario Modelling & Diagnostic Analysis
- Develop models and forecasts that identify future capability risks, development needs and improvement priorities.
- Test assumptions and scenarios relating to skills demand, capacity pressures and workforce sustainability.
- Provide data led recommendations on where intervention, development or redesign is required.
Stakeholder Partnering & Decision Support
- Work closely with Organisational Effectiveness & Capability leadership, Senior People Partners and relevant stakeholders to shape insight requirements.
- Translate complex data into clear, actionable insights for non‑technical audiences.
Data Governance & Quality
- Own OE&C workforce and capability data definitions, quality assurance and ethical data use.
- Ensure consistency and credibility of insight used to inform organisational improvement decisions.
Capability Building
- Promote data‑driven thinking across OE&C by developing guidance, deliver training and supporting colleagues to use insight effectively.
Person specification
Key Skills & Capabilities
- Strong analytical skills with the ability to diagnose organisational and capability issues using workforce data.
- Proficiency in analytics tools (e.g. Excel, Power BI, SQL or equivalent).
- Experience developing models and insight to support organisational improvement and capability development.
- Ability to translate complex data into clear, improvement focused insights for senior leaders.
- Strong data governance and quality assurance expertise.
- Collaborative approach, with the ability to partner effectively across OE&C.
Essential Criteria
- Proven experience in workforce analytics, reporting and insight generation to support strategic and operational decision-making.
- Strong ability to translate complex workforce data into clear, actionable insights and action plans for senior stakeholders.
- Experience developing and maintaining dashboards, reporting frameworks and data visualisations using tools such as Power BI, Tableau or equivalent.
- Strong stakeholder engagement and communication skills, with experience presenting data insights to non-technical audiences.
- Knowledge of predictive analytics, scenario modelling or workforce planning methodologies.
- Professional qualification in data analytics, HR analytics or similar discipline (or equivalent experience).
