As the authority for the Royal Navy’s nuclear submarine capability, the Submarine Directorate oversees one of the most complex and critical elements of UK defence. Covering everything from in‑service management to long‑term fleet modernisation, the directorate ensures the Submarine Flotilla remains safe, reliable, and ready to meet national security requirements.
You'll be based at HMNB Devonport, the largest naval base in Western Europe and a powerhouse of Royal Navy capability. It is home to amphibious ships, survey squadrons, submarines, and two-thirds of the frigate force. With its unique nuclear refitting facility, Devonport ensures the Fleet remains ready to support operations worldwide.

Job description
Are you ready to help shape the safety and security of one of the UK’s most complex and critical defence environments?
We’re looking for a highly motivated and experienced professional to play a pivotal role in delivering safety and security systems at HMNB Devonport. Working at the intersection of infrastructure, governance, and risk management, you’ll influence how major projects are developed, assured, and implemented, ensuring they meet the highest standards of compliance, performance, and protection.
What you will be doing:
- Lead the development of operational requirements and documentation for safety and security systems, ensuring alignment with current and future site-wide arrangements.
- Support the full lifecycle of safety and security projects, from initiation through to delivery, acceptance, and governance.
- Collaborate with industry partners, internal stakeholders, and security teams to ensure systems and infrastructure are delivered cohesively and effectively.
- Identify, manage, and escalate risks and issues across safety and security projects, ensuring robust mitigation and compliance with governance frameworks.
- Provide assurance that systems comply with MOD policy and technical standards, developing proportionate risk responses where non-compliance is identified.
- Act as the technical lead for business cases and change proposals, ensuring alignment with commercial frameworks and delivering value for money.
Person specification
To be successful with your application, you'll need to show that you meet the following essential criteria:
- Have experience in project management or delivering complex programmes
- Have a proactive and analytical mindset, with the ability to balance operational delivery with strategic oversight.
Desirable:
- Hold a Level 4 qualification (or higher) in Project Management, Facilities Management, or a related discipline or have the equivalent relevant experience.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance. The post does not offer relocation expenses.
External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
