As the authority for the Royal Navy’s nuclear submarine capability, the Submarine Directorate oversees one of the most complex and critical elements of UK defence. Covering everything from in‑service management to long‑term fleet modernisation, the directorate ensures the Submarine Flotilla remains safe, reliable, and ready to meet national security requirements.

You'll be based at HMNB Devonport, the largest naval base in Western Europe and a powerhouse of Royal Navy capability. It is home to amphibious ships, survey squadrons, submarines, and two-thirds of the frigate force. With its unique nuclear refitting facility, Devonport ensures the Fleet remains ready to support operations worldwide.

Job description

Are you ready to lead the delivery of complex security programmes that protect one of the UK’s most critical defence environments?

We are seeking an experienced and strategic leader to oversee the delivery of site-wide security projects at HMNB Devonport. This is a rare opportunity to shape a long-term security programme, influence senior decision-making, and lead multi-disciplinary teams to deliver high-profile projects across a dynamic and safety-critical estate.

What you will be doing:

  • Lead the planning and delivery of site security projects, ensuring they are delivered to time, cost, and performance expectations within a complex operational environment.
  • Develop and maintain short, medium, and long-term security programmes, aligning investment, resources, and stakeholder priorities.
  • Provide strategic leadership across the full project lifecycle, including business case development, approvals, governance, and benefits realisation.
  • Ensure robust project governance, including risk, change, and performance management, in line with MOD policy and frameworks.
  • Engage and influence a wide range of stakeholders, including senior leaders, industry partners, and programme offices, to drive delivery and secure outcomes.
  • Lead, develop, and manage a high-performing team, fostering a culture of accountability, continuous improvement, and Learning from Experience (LFE).

Person specification

To be successful with your application, you'll need to show that you meet the following essential criteria:

  • Experience in project or programme management
  • A Level 5 qualification (or higher) in Project Management or a related discipline or have the relevant equivalent experience
  • Demonstrable experience of leading and delivering major programmes, including business case development, approvals, and stakeholder management.
  • Proven ability to manage and influence senior stakeholders, balancing operational delivery with strategic objectives.
  • Experience of supplier and contract management, including resolving complex challenges and driving performance.

Qualifications

Level 5 qualification (or higher) in Project Management or a related discipline or have the 5 years relevant equivalent experience

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance. The post does not offer relocation expenses. External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
