Job summary

Homes England is seeking an experienced Senior Delivery Manager to support delivery across the Data and Analytics directorate. The role sits within our Digital function while facilitating delivery across the Data and Analytics directorate, reflecting the close partnership between Digital and Data in the organisation.

This is an opportunity to lead multidisciplinary data teams to deliver high-quality data products, capabilities and services that support Homes England’s mission.

As a Senior Delivery Manager, you will create the conditions for effective delivery by motivating and empowering teams, managing risks, issues and dependencies, supporting clear planning and governance, and helping delivery remain reliable, predictable and focused on value.

You will work closely with colleagues across Digital and Data, business areas and third-party suppliers, making sure delivery is joined up, transparent and aligned to organisational priorities, in-line with digital delivery standards and data-driven priorities.

Playing an important role in developing data-led products and services you will help Homes England make informed decisions, improve how we work and deliver better outcomes for communities.

Job description

You will be comfortable leading complex data, digital or technology delivery, and you will understand how to support multidisciplinary teams to work collaboratively, inclusively and at pace.

You will be resilient and pragmatic, able to bring clarity where there is ambiguity, manage competing priorities, and build trusted relationships with both technical and non-technical stakeholders.

You will understand how to maintain delivery momentum through effective planning, dependency management, risk management, stakeholder engagement and clear reporting. You will also be confident using agile approaches in a way that helps teams inspect, adapt and continuously improve.

You will be motivated by the opportunity to strengthen delivery practice within the Data and Analytics directorate, support data products, capabilities and services through their lifecycle, and help Homes England make better use of data, insight and intelligence.

Key relationships

The Senior Delivery Manager will have frequent interaction with colleagues across Data, Digital Outcomes (Product Management, Business Analysis), Solutions (Development and Architecture) and Operations (Platform & Infrastructure, Support, Information Security), but mainly with Data and Analytics teams.

Wider stakeholders will include partners and senior representatives from business areas across Homes England and the Enterprise Portfolio Management Office.

Regular collaboration with the Delivery Management Community of Practice.

The Senior Delivery Manager will work with 3rd Party Partner teams / suppliers where relevant, taking responsibility for complex relationships with contracted suppliers and ensuring the agency gets good value from those engagements.

Key accountabilities and responsibilities

• Lead multidisciplinary teams comprising of Data Engineers, Data Analysts, Data Architects, Business Analysts, Product Managers and other data specialists.
• Accountable for Delivery team performance, managing multiple complex workstreams applying creative problem solving and effective management of risks, issues and dependencies.
• Motivate and empower teams to deliver excellence by ensuring they have the right resources and tools for success, defining goals and measuring progress.
• Ensure delivery priorities align with Homes England Digital and Data Strategy, Directorate objectives and organisational outcomes.
• Championing agile values and helping teams to adopt, grow and mature effective tools and techniques for efficient delivery, promoting an Inspect & Adapt approach.
• Support the delivery and continuous improvement of data platforms, data products, analytical services and data-driven capabilities that enable organisational outcomes.
• Champion and embed GDS Service Standard alignment across all delivery activity, ensuring teams understand, apply, and evidence the standards; proactively engage with GDS and departmental assurance functions; and guide multidisciplinary teams through discovery, alpha, beta, and live assessments to deliver compliant, user‑centred services.
• Deliver value for money to the organisation through helping multidisciplinary teams to increase pace and continually improve while applying appropriate governance to manage quality, risk and compliance.
• Promote the use of data and delivery metrics to support decision-making, continuous improvement and transparency.
• Build and maintain strong relationships with a range of stakeholders including those at a senior level, through managing expectations, clear and timely reporting and demonstrating a deep understanding of business aims and priorities.
• Proactively contribute to the Delivery Management Community of Practice through coaching and mentoring of Delivery Managers, sharing ideas, suggesting and implementing Continuous Improvements and contribution to departmental goals.
• Contribute to the development of the Data delivery practices, helping mature ways of working, governance, planning and delivery excellence across data teams.
• Facilitate collaboration and the flow of information between and outside of the immediate Delivery team, stakeholder groups and third-party suppliers and partner resources.

Key skills, knowledge and experience

• Agile and Lean practices

Holds a recognized agile leadership certification, for example Certified Scrum Master (CSM).

Able to: Coach and lead multidisciplinary teams in agile and lean practices, creating and tailoring the right approach for a team and iterating throughout the lifecycle. Experiment with new ways of working to improve delivery across the organisation.

Able to: Take responsibility for complex relationships with contracted suppliers; Identify appropriate contractual frameworks and suppliers; Negotiate with, and get good value out of, contracts and suppliers.
