As the authority for the Royal Navy’s nuclear submarine capability, the Submarine Directorate oversees one of the most complex and critical elements of UK defence. Covering everything from in‑service management to long‑term fleet modernisation, the directorate ensures the Submarine Flotilla remains safe, reliable, and ready to meet national security requirements.

You'll be based at HMNB Clyde, home to the UK Submarine Service. It sustains the nation’s continuous at-sea deterrent and supports the Royal Navy’s fleet of nuclear-powered submarines. As a centre of excellence for submarine operations, Clyde plays a critical role in national security and global stability.

This position is a Reserved Post within the Civil Service, for which only sole UK nationals are eligible. Under the Civil Service Nationality Rules, UK nationals include British citizens, British subjects with the right of abode in the United Kingdom, and British Overseas Territories citizens.

Are you ready to lead the integration and delivery of complex change activity within a live operational environment?

This is a unique opportunity to operate at the centre of Capability Integration and Change at HMNB Clyde, coordinating and aligning activity across multiple programmes, functions and stakeholders to support safe and effective delivery. Working at the intersection of strategic intent and operational reality, you will identify and manage dependencies, risks and impacts, ensuring that change is integrated in a structured and coherent way.

With a strong focus on the people side of change, you will support teams and stakeholders to prepare for, adopt and embed change effectively. You will play a key role in supporting governance and decision-making by providing clear, evidence-based reporting and ensuring that leadership has visibility of priorities, risks and progress.

What you will do:

• Lead Integration and Delivery: Lead and coordinate capability integration and change activity within a defined functional area, ensuring alignment with HMNB Clyde priorities
• Manage Dependencies, Risks and Impacts: Identify, assess and actively manage dependencies, risks and impacts across programmes, infrastructure, workforce and operational activity, ensuring these are visible and effectively managed.
• Support Governance and Decision-Making: Provide clear, evidence-based reporting, analysis and advice to governance forums, enabling effective prioritisation, escalation and decision-making.
• Develop Integrated Planning: Contribute to the development and maintenance of integrated plans, ensuring visibility of activity, sequencing, interdependencies and prioritisation across the enterprise.
• Enable Change and Readiness: Support teams and stakeholders to prepare for, adopt and embed change effectively, ensuring organisational readiness and sustained delivery.
• Collaborate Across the Enterprise: Engage and collaborate with stakeholders across HMNB Clyde, Navy Command and external partners, ensuring alignment, shared understanding and effective delivery of integrated change

To be successful with your application, you must show you meet the following essential criteria:

• Proven experience of delivering integration and change activity within complex, multi-stakeholder environments, ensuring alignment with organisational priorities and operational requirements.
• experience of identifying, assessing and managing dependencies, risks and impacts across programmes, infrastructure, workforce or operational activity.
• Demonstrated ability to support governance and decision-making processes by providing clear, structured reporting, analysis and recommendations.
• Experience of working across organisational boundaries, engaging and influencing stakeholders to enable alignment, collaboration and delivery of integrated outcomes.
• Excellent communication, facilitation and influencing skills, with the ability to present complex information clearly to a range of stakeholders.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance. The post does not offer relocation expenses. External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
