The role will be based in our Grants Delivery Unit which oversees the delivery of a number of the Department’s key local growth funding programmes, including the Local Regeneration Fund, Local Growth Fund, Pride in Place Impact Fund, Borderlands Growth Deal to name but a few. The division supports delivery through local authorities and partners, manages a significant portfolio of investment, and plays a leading role in the department’s funding simplification agenda.
We are looking for a Senior Programme Management and Delivery Officer to help onboard and deliver funding, operating flexibly across the division and across the lifecycle of grants. Through the role you will get opportunities to pioneer the implementation of funding simplification and grants standardisation on the ground, as the team positions itself to take on and manage new funds. Depending on requirements, the postholder may work across relationship management, programme management, communications, data design and insight. They will be expected to balance hands-on delivery with task leadership and stakeholder engagement, working collaboratively with policy, finance, delivery, analyst, digital and data colleagues. The postholder will help build trusted relationships with places, support robust PMO standards and reporting, coordinate high-quality communications and correspondence, and use evidence and data to support delivery confidence, risk management and senior decision-making.
Job description
As a flexible Senior Programme Management and Delivery Officer, you will:
- Engagement and relationship management - Build trust-based relationships with local areas, local authorities and partners, using a strategic and proportionate approach to engagement. - Understand local project challenges and opportunities and use this insight to inform programme delivery, policy development and risk management. - Lead proactive engagement to support programme understanding, delivery confidence and alignment with fund objectives.
- Programme governance, PMO and assurance - Maintain governance structures, board reporting cycles and escalation routes for relevant programme boards and committees. - Ensure timely and accurate reporting of delivery progress, risks, issues, dependencies and decisions using PMO frameworks, tools and templates across funds. - Support lessons learned activity. - Support ad hoc business case development and engagement with central delivery and PMO functions.
- Communications, correspondence and knowledge sharing - Manage or coordinate internal and external correspondence, including Parliamentary Questions, ministerial submissions, FOI responses, senior official briefings, triaging requests and ensuring timely, professional responses. - Develop and maintain core lines and communication materials for funds. - Support proactive communications strategies, including commissioning and coordinating case studies and regular fund updates for internal and external audiences. - Design and deliver networking events, workshops and forums to enable peer-to-peer learning between places.
- Data, insight and technical leadership - Use data and evidence to provide assurance, monitor delivery performance and generate insight for senior leaders and ministers. - Work collaboratively with analysts and digital/data specialists to support robust reporting, insight and delivery assurance. - Identify risks and design practical solutions that improve the quality and usefulness of data products, services or reporting systems.
- Leadership and ways of working - Create an inclusive, supportive team culture that encourages continuous improvement and knowledge sharing. - Build strong working relationships across multi-disciplinary and multi-stakeholder environments. - Represent the team and funds confidently in internal, cross-government and external forums.
Person specification
The successful candidate will be able to demonstrate:
- Experience working with grant monitoring, performance or financial data.
- Strong stakeholder management skills, including the ability to build and maintain effective relationships with local authorities, delivery partners, Offices for the Nations, other government departments and internal teams.
- Strong task management and organisational skills, including experience leading bespoke pieces of work, tracking deadlines and maintaining quality assurance processes.
- Analytical, problem-solving and decision-making skills, with the ability to assess risks, interpret evidence and propose practical solutions.
- Strong written and verbal communication skills, with the ability to draft, coordinate and quality-assure accurate correspondence, briefings and communications products.
- A commitment to inclusive leadership, continuous improvement, knowledge sharing and learning from delivery experience.
- Experience of programme governance, PMO standards, reporting, risk and issue management, assurance or delivery planning.
Desirable experience:
- Knowledge of business case drafting and principled governance practices across internal and external HMG/devolved government environments.
- Experience developing case studies, fund updates, launch materials or proactive communications strategies.
- Experience of public sector data, assurance or governance environments.
