The Fraud Prevention Centre (FPC) is a strategic capability within HMRC Security, designed to safeguard customers and the organisation against identity-related fraud and emerging threats. Its mission is built on three interconnected pillars: Protection, Detection, and Response, all underpinned by advanced threat intelligence and customer support. The Centre operates across multiple functional areas, including Proactive Protection, Customer Support & Response, and Strategy & Advisory, to deliver a holistic approach to fraud prevention.

Job description

This role sits within HMRC’s Fraud Prevention Centre (FPC) and contributes to the delivery of Identity Verification & Authentication (IDV&A) controls and fraud prevention activity across HMRC services.

As an IDVA Fraud Prevention & Delivery Manager, you will support the coordination and delivery of fraud interventions, ensuring risks are effectively identified, assessed, and mitigated. You will work with technical, operational, and policy teams to deliver fraud prevention initiatives and projects into live service, contributing to protecting HMRC and its customers.

This role is delivery-focused, requiring strong organisation, analytical capability, and the ability to work collaboratively in a fast-paced environment.

Person specification

- Support fraud risk identification and assessment
Analyse fraud intelligence, alerts, and data to identify emerging risks and support prioritisation of interventions.

- Assist with incident response and intervention delivery
Contribute to the resolution and mitigation of fraud incidents and intervention activity, ensuring actions are tracked and delivered efficiently.

- Deliver fraud prevention projects into live service
Support the planning, coordination, and implementation of IDVA and fraud controls, working across teams to ensure successful delivery.

- Maintain awareness of fraud trends and threats
Monitor developments in identity fraud and contribute to improving HMRC’s understanding of evolving risks.

- Produce operational reporting and insights
Create clear updates and reports to support decision-making and track delivery progress.

- Collaborate across teams and stakeholders
Build effective working relationships with internal teams and partners to support coordinated fraud responses and project delivery.

- Support governance and control processes
Ensure activities align with governance frameworks, risk appetite, and operational procedures.

- Contribute to continuous improvement
Identify opportunities to enhance processes, controls, and delivery approaches within fraud prevention services.

Essential Criteria:

- Experience supporting the delivery of projects or work packages, ideally within a digital, security, or fraud context.

- Excellent communication skills, with the ability to present information clearly to different audiences.

- Understanding of fraud prevention principles and identity-related risks.

- Ability to manage competing priorities and deliver work in a fast-paced environment.

- Familiarity with digital systems, fraud tools, or operational service environments.

Desirable Criteria:

- Experience working in fraud, security, or compliance roles.

- Knowledge of HMRC services, Government Gateway, or identity systems.

- Exposure to project delivery methodologies (e.g., Agile, Waterfall).

Moves Adjustment Payment will be available for this role, provided the successful applicant is a current HMRC colleague in Bradford and meets the eligibility requirements outlined in the HMRC’s Moves Adjustment Payment guidance.
