Job summary

The Information Manoeuvre Coherence Senior Executive Officer is a high-profile appointment which will provide applicants the opportunity to engage and work with a wide range of stakeholders in Army Headquarters, ensuring that there is a joined up approach to military capability development. More specifically the incumbent will be responsible for:
Engaging across Army Headquarters Capability Directorate and with external organisations, including the other Front-Line Commands, to ensure that the Army’s Innovation, Research and Experimentation is coherent with the Army’s future digital and data strategy and communications, cyber and electronic warfare capability roadmap.

This position is advertised at 37 hours per week.

Job description

The Information Manoeuvre Coherence Senior Executive Officer is a high-profile appointment which will provide applicants the opportunity to engage and work with a wide range of stakeholders in Army Headquarters, ensuring that there is a joined up approach to military capability development.

Key Role Responsibilities:

  • Engaging with external organisations, to ensure that the Army’s Innovation, Research and Experimentation is coherent with the Army’s future digital and data strategy and communications, cyber and electronic warfare capability roadmap.
  • Attending internal Planning working groups, capability user boards and functional capability working groups to ensure that military capability planning outcomes are coherent with the Army's Land Domain Digital Ecosystem.
  • Working with the non-Information Manoeuvre capability planning groups to manage dependencies, highlight opportunities and potential cross cutting activities.
  • Working with industry, academia, and the Science and Technology community to identify future developing technologies with the potential to meet identified Army digital capability requirements.
  • Interact with DSTL, IHub, Defence and Security Accelerator related Science and Technology activity to support the development of communications, cyber and electronic warfare capability.
  • In conjunction with stakeholders, develop use cases to demonstrate the utility of the capabilities and technologies identified to meet Army’s future communications, cyber and electronic warfare capability requirements.
  • Producing the necessary documentation to secure funding to pursue or develop identified future communications, cyber and electronic warfare capability opportunities.

Other duties as required:

Whilst there are no line management responsibilities with this role the incumbent will work closely with a small team of regular and reserve military personnel. As part of a small, whole force team, the successful candidate will be agile to the changing needs of the branch and work flexibly to support the Assistant Head and other colleagues as required. They will need to maintain a broad oversight of all branch activity, and have the ability to call on subject matter expertise as required, and to seize the initiative to identify and treat risks before they become issues.

Essential Skills and Experience Required:
  • Instinctively able to identify what needs to be done, seize the initiative, working across the entire organisation's portfolio as required.
  • Able to communicate ideas clearly and accurately, providing clear and objective thought.
  • Create convincing and persuasive arguments, with the self-confidence to challenge where appropriate.
  • Work at pace to deliver quality outputs against routinely challenging timelines.
  • A sound understanding of the digital technology that underpins and enables modern organisations.

Desirable Skills and Experience:

  • Experience of digitisation within a national security context would be beneficial.
  • Technical experience in capability or resource planning is desirable.
  • An interest and understanding of digital technology and the opportunities that it can offer the Army would be a significant advantage.
  • A broad understanding of Capability Management.
  • An understanding and / or experience of capability planning as a capability sponsor.
  • Managing Successful Programmes/ Association of Project Management.

The post does not offer relocation expenses.
