As the authority for the Royal Navy’s nuclear submarine capability, the Submarine Directorate oversees one of the most complex and critical elements of UK defence. Covering everything from in‑service management to long‑term fleet modernisation, the directorate ensures the Submarine Flotilla remains safe, reliable, and ready to meet national security requirements.

You'll be based at HMNB Clyde, home to the UK Submarine Service. It sustains the nation’s continuous at-sea deterrent and supports the Royal Navy’s fleet of nuclear-powered submarines. As a centre of excellence for submarine operations, Clyde plays a critical role in national security and global stability.

This position is a Reserved Post within the Civil Service, for which only sole UK nationals are eligible. Under the Civil Service Nationality Rules, UK nationals include British citizens, British subjects with the right of abode in the United Kingdom, and British Overseas Territories citizens.

This position is advertised at 37 hours per week.

Job description

Are you ready to join a brand-new team shaping how change is delivered across HMNB Clyde?

This is a fantastic opportunity to be part of a newly established Capability Integration & Change function at the centre of transformation across HMNB Clyde. You will support the coordination and delivery of change within a complex operational environment, ensuring that programmes, infrastructure, workforce and operational activity are effectively aligned.

Working closely with senior leaders and stakeholders across Defence, you will translate strategic priorities into deliverable activity, helping to drive alignment and ensuring change is implemented in a controlled, coherent and effective way.

What you will be doing:

  • Deliver Integration & Change Activity: Deliver capability integration and change activity within your assigned area, ensuring alignment with organisational priorities and operational requirements.
  • Manage Workstreams & Outputs: Lead defined workstreams, coordinating inputs, managing timelines, and ensuring high-quality outputs are delivered on time.
  • Oversee Risks & Dependencies: Identify, monitor, and escalate risks, dependencies, and impacts across programmes and business areas to support effective decision-making.
  • Support Governance & Reporting: Prepare and assure analysis, reporting and briefing materials for governance forums, supporting effective oversight and decision-making.
  • Engage & Align Stakeholders: Build strong relationships across HMNB Clyde, Navy Command, and external partners to ensure change is understood, supported, and delivered collaboratively.
  • Support Change Implementation & Improvement: Contribute to impact assessments, readiness activity, and continuous improvement of integration processes, ensuring change is embedded effectively.

To be successful with your application, you must show you meet the following essential criteria:

  • Experience of supporting delivery of projects, programmes or change activity within a structured, multi-stakeholder environment.
  • Experience of identifying, monitoring and managing risks, dependencies or issues within delivery activity.
  • Ability to analyse information and provide clear, structured reporting, insight and recommendations to support decision-making.
  • Experience of working collaboratively with stakeholders to support delivery, alignment and resolution of issues.
  • Strong communication and organisational skills, with the ability to manage priorities and present information clearly to a range of stakeholders.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance. The post does not offer relocation expenses. External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
