Working in the team with Lead Business Analyst and our Senior Business Analysts and our community of Business Analysts you will play a critical role in Digital Delivery. You will be joining our small but friendly team, which is committed to making positive changes for all our users. We are looking for an experienced business analyst to join our team to help us meet our ambitions of ensuring Homes England has a strong basic infrastructure supported by good governance; and our digital services are genuinely modern, agile and effective drivers in the housing market.

Job description

As an experienced Business Analyst, you will be confident working both independently and as part of a multidisciplinary team. You’ll bring strong stakeholder management skills, with the ability to build relationships, challenge thinking and influence outcomes at all levels.

You will have experience working in agile environments, managing product backlogs and developing user stories, while also being comfortable working on projects using waterfall methodologies where required. You’ll be adaptable in your approach, able to switch between delivery styles and support different roles within the team when needed.

You’ll have a strong understanding of business processes and be confident identifying opportunities for improvement, translating complex problems into practical digital and non-digital solutions. Your analytical mindset will enable you to define clear problem statements, evaluate options and make recommendations that deliver real value.

You will also contribute to the wider business analysis community, sharing best practice and supporting the development of others.

Person specification

Key Qualification, knowledge and experience

• Business analysis qualification, ideally and BCS Diploma.
• Experienced in business analysis, working both collaboratively within a multi-disciplinary agile team and alone.
• Experience of working with the user centred design profession and their methods and techniques.
• Experience of Agile development methodologies, particularly Scrum.
• Experience of working with a backlog of user stories and acceptance criteria using Behaviour Driven Development.
• Experience of waterfall projects, producing High Level, Functional and Non-Functional requirements.
• Knowledge of the GDS development approach / digital standards.
• Awareness of public sector Information Security issues.
• Awareness of public sector finances e.g. Departmental Expenditure Limit (DEL).

Skills Requirement

You will have and continue to demonstrate the following skills in line with the government wide Digital Data and Technology expectations for someone in the Business Analyst role.

Adapting to delivery methodologies: contributing to discussions on the appropriate delivery methodology to use, and adapting your approach based on the delivery methodology of the team.

Business modelling involves: documenting how your business operates and intends to achieve its goals.

Business process improvement: creating appropriate artefacts and analysing, modifying and testing existing and new processes to make them more efficient.

Context, problem and option analysis: holistically investigating the context for a piece of work to define the problem or opportunity, understand root causes, identify high level business and user needs and shape the work to address those needs.

Defining and managing business needs, user needs and requirements:involves eliciting, analysing and validating and communicating needs effectively through appropriate actionable artefacts.

Stakeholder relationship management: building trust, managing stakeholder expectations and communications, and remaining focused on user needs.

Digital and data systems analysisinvolves structured examination of digital and data technologies and infrastructures to understand them enough to enable effective decision making.

Testing: ensuring that requirements have been fully met by using appropriate tools and techniques to verify that a product or service works.

User experience analysis: You can, apply basic techniques to analyse, validate and prioritise user experience needs present findings in an accessible and easy to understand way to support data-informed decision making, based on user research.
