The Fraud Prevention Centre (FPC) is a strategic capability within HMRC Security, designed to safeguard customers and the organisation against identity-related fraud and emerging threats. Its mission is built on three interconnected pillars: Protection, Detection, and Response, all underpinned by advanced threat intelligence and customer support. The Centre operates across multiple functional areas, including Proactive Protection, Customer Support & Response, and Strategy & Advisory, to deliver a holistic approach to fraud prevention.

Job description

We’re looking for an Interventions Senior Analyst to join HMRC’s expanding Fraud Prevention Centre (FPC), taking a lead role in how interventions are coordinated and deconflicted day to day.

In this role, you’ll be at the centre of activity, working across teams to make sure interventions are aligned, duplication is avoided, and risks are properly managed.

You’ll need to make clear, justifiable decisions, keep accurate records, and be confident handling sensitive information.

You’ll support the G7 Interventions Lead and work closely with colleagues in Incident Response and technical investigation teams, including supporting fraud-related incidents when needed. A key part of the role is ensuring responses are timely and effective, while also improving how we work over time.

This is a fast moving role within HMRC’s broader fraud prevention strategy, focused on identifying and disrupting identity related fraud. You’ll take an intelligence led approach to planning and coordinating targeted interventions, working with operational teams, technical specialists, policy and process owners, legal colleagues, and senior stakeholders to protect customer data and public revenue.

Person specification

• Lead and oversee intervention activity across HMRC business areas, ensuring it is coordinated and effective.
• Take ownership of deconfliction end-to-end, making sure activity is not duplicated and clear ownership is agreed.
• Use risk and intelligence data to prioritise interventions and recommend escalation where needed.
• Develop and maintain practical frameworks, guidance, and standards to support consistent delivery of interventions.
• Work across directorates to align activity, ensuring interventions are proportionate and in line with HMRC strategy.
• Support the development and delivery of incident response plans, processes, and good practice.
• Manage the full incident response cycle, from identifying and prioritising issues through to resolution.
• Keep up to date with emerging fraud threats and contribute to strengthening HMRC’s response.
• Produce clear, concise briefings for senior stakeholders, translating complex information into practical recommendations.
• Build strong working relationships across HMRC and with external partners to support effective collaboration.
• Monitor performance and identify opportunities to improve processes and outcomes within FPC.

Essential Criteria:

• Experience of managing interventions, incidents, or operational response activity within HMRC or a similar regulatory environment.
• Experience of leading deconfliction, including applying clear rules and thresholds to resolve conflicts, avoid duplication and ensure a single approach.
• Proven ability to work across teams and bring people together to agree priorities and outcomes.
• Good analytical skills, with the ability to interpret complex information, identify risks, and make clear, evidence based recommendations.
• Strong communication skills, with confidence working with both technical and non-technical stakeholders.
• Ability to work at pace, adapt to changing priorities, and manage competing demands.

Desirable Criteria:

• Knowledge of fraud prevention, security operations, or risk management.
• Experience in fraud analytics, risk assessment, or similar analytical tools.
• Awareness of identity fraud trends and emerging threats.
• Experience coordinating projects or intervention campaigns.
• Understanding of HMRC compliance approaches, governance, and risk appetite.

Security clearance

SC clearance will be required to start the role, with the potential to acquire DV once in post.
