The Chief Engineering and Platform Office (CEPO) are leading HMRC’s technology transformation — simplifying systems, modernising IT delivery, and creating a future-ready digital landscape. Within CEPO this role sits in Enterprise Integration Services. EIS ensures seamless connectivity and data flow across HMRC’s systems. Acting as a consumer of ECS, EIS plays a critical role in driving integration standards and enabling interoperability across platforms.

Job description

As an Associate Platform Owner, you will manage the lifecycle of a platform, ensuring stability, scalability, and alignment with organisational goals. You will balance your Products feature development with addressing risks, managing technical debt, and resolving defects to maintain long-term platform health. This role requires strong leadership, technical expertise, and the ability to deliver continuous improvements.

We are looking for an enthusiastic and self-motivated individual with a passion for product development. You should thrive in a fast-paced environment, have excellent leadership and analytical skills and inspire teams to deliver value to users/stakeholders. Strong interpersonal and communication skills are essential, along with the ability to influence stakeholders and external partners to deliver positive outcomes. Proactive leadership experience, as well as managing priorities on large-scale projects, will help you succeed in this role.

You will develop and maintain platform roadmaps, prioritise technical debt resolution, and lead incident and problem management. Responsibilities include monitoring platform performance, implementing optimisations, and ensuring compliance with security and regulatory standards. You will collaborate with engineering teams, product owners, and architects to align platform developments with business objectives.

Key Responsibilities

• Develop and maintain the platform roadmap, ensuring alignment with business needs. Identify and mitigate risks that could affect platform performance or security.
• Engage stakeholders to get buy in for the product vision and roadmap.
• Work with a multidisciplinary product delivery team (civil servants or suppliers) with skills such as user research, service design, business analysis, or software engineering to shape the product and build it.
• Work with team members, such as performance analyst and user researchers, to gather user insights and feedback on live products so that they can be iterated and improved.
• Own and maintain a backlog of ‘user stories’ (which describe features and functions a user should be able to do on the product) and prioritise the order in which they will be built and released to users. These should be in line with the goals of the product set by the organisation.
• Participate in, and contribute to the Product management community of practice, whether through taking part in community initiatives, running sessions or talks, or other activities which support other product managers.
• Manage lifecycle activities including decommissioning and continuous improvement.
• Ensure platform adherence to security standards and regulatory requirements.

Essential Criteria

• Experience of building and maintaining positive relationships with stakeholders.
• Experience of understanding problems within a service, product or process, and finding a positive solution to resolve the issue.
• Able to prioritise work based on what is valuable to do first.
• Ability to collaborate with multidisciplinary teams to solve a problem.
• Ability to analyse and incorporate user feedback and insights for product improvement.

Desirable Criteria

• Prior experience of working in digital or product development teams.
• Prior experience of project or programme management and associated governance.
• Knowledge of how related practices like user centred services design or software engineering fits into the product development process.
• Professional certifications in product management, agile methodologies or ITIL can be advantageous.
• A degree in a relevant field such as Business, Information Technology, or Design is preferred but not always necessary.
• Experience of managing platforms across their lifecycle, including decommissioning.
• Knowledge of security and compliance requirements and ability to implement them.
• Experience balancing feature delivery with platform stability and risk management.

Leeds Location

Moves Adjustment Payment will be available for this role, provided the successful applicant is a current HMRC colleague in Bradford and meets the eligibility requirements outlined in the HMRC’s Moves Adjustment Payment guidance.
