Rate: (NEGOTIABLE DEPENDING ON EXPERIENCE)
Hours: Monday to Friday, 9:00am – 5:00pm
Working Pattern: 5 Days per Week in the Office
Contract: Temporary

Vox Consultants are recruiting for an experienced Private Sector Housing Manager to join a Local Authority in West London.
This is an exciting opportunity to lead a high-performing Private Sector Housing team, ensuring the delivery of an efficient, responsive and customer-focused service that improves housing conditions across the private rented and owner-occupied sectors.

Key Responsibilities

• Lead and manage the Private Sector Housing service, ensuring the delivery of a high-quality, efficient and resident-focused service.
• Improve housing conditions through the provision of housing renewal advice, assistance and enforcement within the private rented and owner-occupied sectors.
• Oversee the Council's statutory duties relating to private sector housing, ensuring compliance with all relevant legislation.
• Lead the delivery of all statutory functions under the Housing Act 2004, including Housing Health and Safety Rating System (HHSRS) enforcement, property licensing and the full range of regulatory enforcement powers.
• Ensure the service fully implements and delivers the Council's responsibilities under the Renters' Rights Act 2025, including responding to new regulatory requirements, enhanced tenancy protections and strengthened enforcement powers.
• Monitor service performance and prepare detailed reports for senior officers and Elected Members on all aspects of the service, including empty homes and enforcement activity.
• Manage complex housing cases, ensuring appropriate enforcement action is taken where required.
• Develop effective working relationships with residents, landlords, housing providers, elected members and partner organisations.
• Drive continuous service improvement and ensure the team meets key performance targets and statutory obligations.

To be successful in this role, you will have:

• Significant experience managing a Private Sector Housing or Environmental Health service within a Local Authority.
• Extensive knowledge of the Housing Act 2004, HHSRS, property licensing and private sector housing enforcement.
• A strong understanding of the Renters' Rights Act 2025 and its impact on local authority housing services.
• Experience leading and developing high-performing teams.
• Excellent communication and stakeholder management skills.
• Strong report writing and presentation skills, with experience reporting to senior management and elected members.
• The ability to manage competing priorities within a fast-paced environment.
