Job description
The role and responsibilities
This is a highly connected leadership role that helps ensure the Enforcement and Legal Group (ELG) stays focused, aligned and on track to deliver its priorities, particularly those that support TPR's regulatory frontline and ultimately protect pension savers. The role has two core areas of focus: firstly, ensuring ELG's priorities, activities and key deliverables remain coordinated, aligned and on track; and secondly, creating and enabling a strong network across TPR to support executives and leaders in delivering organisational objectives. Working closely with senior leaders across ELG and wider TPR, you will coordinate priorities, manage dependencies and maintain momentum on important work. Through building strong relationships and connections across teams, you will bring people together to solve problems, improve ways of working and deliver shared outcomes. Success in the role depends on excellent organisational, leadership and influencing skills, helping colleagues and leaders stay connected, informed and focused on what matters most. The role also drives continuous improvement by removing barriers, strengthening planning and governance, and embedding effective ways of working. In doing so, it contributes directly to TPR's strategic goals, fosters collaboration and learning, and helps create the conditions for better decisions, stronger delivery and improved outcomes for members and savers.
You will lead the ELG Support Office, bringing together Executive Assistants, Operations Leads and other support roles to provide consistent, high-quality support, strengthen planning and governance, and improve delivery.
The role also focuses on driving continuous improvement, embedding effective ways of working, and removing barriers that affect performance. By bringing people together, improving processes and supporting informed decision-making, you will help ensure Legal Services and Enforcement can deliver their work efficiently, collaboratively and in line with TPR’s wider strategic goals

- Extensive senior leadership experience in complex, multi-stakeholder environments.
- Experience leading multidisciplinary support teams and providing cross-functional leadership.
- Demonstrated ability to act as a trusted advisor, providing strategic challenge and guidance.
- Proven track record of leading and delivering strategic change.
- Proven ability to coordinate and enable senior leadership teams.
- Expertise in business improvement, change management, operational strategy and business process improvement.
- Strong understanding of governance and executive decision-making.
- Exceptional communication, influencing and interpersonal skills, including experience working at Executive and Board level.

The Enforcement and Legal team plays a vital role in helping The Pensions Regulator deliver its corporate strategy and achieve better outcomes for pension scheme members. Acting as trusted strategic partners, the team brings specialist legal, enforcement and intelligence expertise into multidisciplinary work across TPR. They help shape complex decisions by assessing risk, ensuring actions are intelligence-led and legally robust, and considering enforcement options from the outset. Working collaboratively with colleagues across the organisation, the team uses data, insight and early engagement to focus on the issues that matter most, identify and address risks early, and support a more outcome-focused, risk-based approach to regulation. Through clear, proportionate and effective action, they help build trust, strengthen the pensions system, improve scheme governance and support TPR’s strategic objectives.
