Job summary

An exciting opportunity has arisen at HM Land Registry (HMLR) for a Digital Learning Specialist to join the Organisation Development Team. This is a fantastic opportunity to play a leading role in shaping and advancing HMLR's digital learning offer, driving innovation and ensuring that learning technologies, digital content and learning platforms are engaging, accessible and effective.

We are looking for an experienced learning platform specialist or system owner within a complex organisation. If you are passionate about using technology to enhance learning, improve learner experiences and support organisational capability development, we would love to hear from you.

Job description

You will provide specialist expertise in digital learning, learning technologies and learner experience design, ensuring that technology is leveraged to enable learning at scale. This is an exciting opportunity to drive innovation in digital learning, support the effective use of learning platforms and learning data, and work collaboratively across the organisation to embed a culture of continuous learning and capability development.

The successful candidate will bring specialist knowledge of learning systems, learning design, virtual learning, authoring tools, analytics and performance support. They will turn business requirements into practical, scalable and user-centred solutions that support capability development, strategic workforce planning and evidence-based decisions.

Person specification

We are looking for someone with an instructional design qualification, or equivalent professional experience, and strong specialist knowledge of learning management systems (LMS), learning architecture, virtual learning environments, instructional design, digital learning pathways, analytics and dashboards. You will also have proven experience using authoring tools, including AI-enabled or predictive tools to design and improve digital learning, alongside a good understanding of content quality assurance, version control, accessibility and system integrations.

Experience of MI reporting, data analysis and dashboard development is essential. You will have a strong understanding of digital assessment and evaluation methods used to measure learning impact, with the ability to explain technical information clearly to non-technical users. Strong communication and consultancy skills are key, including gathering requirements and providing constructive challenge where appropriate. You will also bring experience of designing and delivering training, guidance or support for diverse audiences, together with a proven ability to provide specialist advice across organisational boundaries.

HMLR believe that a blended approach to where you work that enables some time working from home, as well as in the office may give you an improved experience and has clear business benefits. We expect everyone to spend at least 60% of their working time in the office. Beyond this expectation, there is no one size fits all approach (and we can spend up to 100% working in the office if we prefer).

Please note, some travel and overnight stays to other HMLR offices may be required.
