Hours of duty
The person appointed will be required to work annualised hours based on a four week rota working 5 days out of 7 days on both early and late shifts. An annualised year is split into two periods. The summer peak period will run for 32 weeks at 42 hours per week and the winter off-peak period will run for 20 weeks at 29 hours per week.
The shift pattern requires the person appointed to work 3 late shifts and 1 early shift over a four week period. On the late shifts the daily finishing times will be applied one hour after park closing time. Starting times will, therefore, be worked back from this finishing time. On the early shifts starting times will be 6:30am irrespective of hours worked.
Main purpose of job
To be responsible to Team Leader (Park Warden) for the efficient performance of the park warden service. To carry out all activities in accordance with specified quality, quantity and time targets.
To enforce by-laws and dog control orders, litter code and alcohol by laws.
To work with stakeholders, user groups and others increasing their awareness and enjoyment of parks through events, guided tours, walks, talks and other activities.
To lock up such properties as necessary which will be listed for securing and to liaise with the Police Service of Northern Ireland (PSNI) where such action is necessary to protect properties.
Summary of responsibilities and personal duties
To enforce council bye-laws, dog control orders, litter code and carry out alcohol enforcement.
To undertake on behalf of the council the full range of duties in connection with the council�s powers in relation to anti-social behaviour; including:
Regular walkabouts or patrols in parks, cemeteries, allotments etc to identify problems and enforce relevant by-laws or legislation relating to antisocial behaviour. This will include, but is not restricted to:
Drinking, littering, graffiti in parks and open spaces;Dumping/fly tipping;
Dog fouling;
Investigation of complaints and gathering of evidence in accordance with Council policy and the Police and Criminal Evidence (NI) Order 1989;
Undertaking enforcement within parks and open spaces, at key events and at seasonal periods alongside partner agencies; and in particular the police;
Issuing of warning notices and fixed penalties as appropriate;
Attendance at court or other formal hearings to give evidence;
Participation in covert and non-covert operations as required.
3. To patrol and clock in at designated sites and maintain orderly conduct of the public ensuring general safety; to give guidance and deal with any complaints in relation to the relevant sites.
4. To prepare and compile reports in relation to all aspects of the post.
5. To lift litter, waste, rubbish and hazardous materials such as glass bottles, dog fouling etc and ensure that all such materials are disposed of appropriately.
6. To examine vandalised areas ensuring as much as possible that the vandalised area is made safe and to also furnish reports on observations and the actions taken.
7. To update and maintain park opening signs removing any graffiti or other disfigurements, whilst also ensuring that the correct opening hours are displayed. To carry out minor repairs on these signs if required, and to display stencils and temporary signage, on a range of issues as directed by Park Management.
8. To undertake routine inspection of paths, parks furniture, lighting etc completing the necessary inspection records and reporting any faults / issues.
9. To provide attendant duties at park buildings, playgrounds, pavilions, properties and open spaces.
10. To carry out visual playground inspections, report any hazardous equipment or vandalism within these areas and make safe.
11. To carry out daily vehicle and equipment inspections completing the required inspection documentation.
12. To check buildings within parks, playing fields and open spaces ensuring they are secure, opening and closing them as required.
13. To assist in the training and mentoring of team members, volunteers and placements.
14. To maintain records and complete paperwork or computerised records in connection with incidents, inspections, accidents and vandalism. To identify, report and record, using PDA (Personal Digital Assistants) or other systems on a range of safety and other inspections, recording damage / incidents with the digital or other media provided.
15. To use the radio, mobile phone or other media provided as required and operate public address systems to communicate with park users. To use when necessary body mounted CCTV or other supplied equipment to aid in the process of prosecution.
16. To drive and maintain in a safe and clean condition the vehicle or other transport provided and report any maintenance or repairs that may be required.
17. To issue appropriate literature, customer complaints forms and other information as required.
18. To assist in customer surveys if required, including the compiling of information.
19. To ensure that work is carried out in accordance with health and safety legislation and council regulations, to include the wearing of safety boots and high visibility jacket, and other PPE and uniform as required.
20. To work with community, school and activity groups and individuals to provide a welcome to the park and to provide support and information about the park and its appropriate use.
21. To undertake guided tours, walks and talks within the parks. To give talks at schools, sports or community facilities as required. To take part in a range of educational and other activities as and when required, ensuring that the required levels of knowledge and skills are kept up to date.
22. To render first aid when required.
23. To undertake security, information and customer care duties at events as required.
24. To assist in emergency situations to distribute supplies and relevant advice.
25. To undertake the safe and humane handling of a range of animals e.g. dogs, horses and wildfowl.
26. To participate in all induction and in-service training provided by Belfast City Council and in the induction and support of all newly appointed staff, as appropriate.
27. To participate as directed in the council�s selection interview programme.
28. To act in accordance with the council and departmental policies and procedures including customer care, equal opportunities, child protection, health and safety, council regulations and any pertinent legislation.
29. To undertake the duties in such a way as to enhance and protect the reputation and public profile of the city council.
