About the role
Job summary
We are seeking an experienced Organisational Design & Development (OD&D) consultantto lead the design and delivery of organisation‑wide change initiatives. Working within the Human Resources Division (HRD), you will partner with senior leaders to translate strategic priorities into effective organisational structures, operating models and ways of working.
Acting as a trusted advisor, you will provide expert OD&D consultancy, using recognised models, best practice and data‑driven insight to design, deliver and embed sustainable change. You will influence decision‑making, challenge behaviours constructively and lead interventions that improve organisational effectiveness at team, directorate and system levels.
This is a fast‑paced, high‑impact role requiring strong leadership, communication and change management skills, alongside the ability to work autonomously and collaborate with a wide range of internal and external stakeholders.
The role involves regular travel to organisational sites, including London and Scotland to support delivery and facilitate workshops.
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.
Job description
- Provide professional OD&D advice and/or expert consultancy to scope, analyse, develop, deliver and embed organisation design and development intervention, for example structure and job design.
- You will use OD&D models, approaches, methodologies and best practice in designing and implementing OD&D interventions plus have the ability to horizon scan and ensure advice is grounded in an organisational context.
- Build a trusted advisor relationship to enable challenge and influence around behaviours and decisions in order to work towards achieving the principles set out by the organisation.
- You will have the ability to proactively identify and foresee any potential knock-on effects or future demand for specific expertise; and keep key relevant stakeholders informed of and engaged in current work.
- Display excellent leadership, communication, decision making and change management skills.
- You will manage and facilitate change that strengthens the effectiveness of the organisation, by paying attention to human and organisational needs. Addressing behaviours at team, group and whole system levels.
- You will also have proven experience of working in partnership with a range of stakeholders (internal and external), building strong interpersonal relationships that empower trust confidence and the ability to influence the direction of change. This environment is typically fast paced and demanding.
- On a day-to-day basis you will work across the organisation to lead and deliver OD&D services. Therefore you will be expected to work autonomously and be accountable for delivery as well as being expected to travel frequently to various HSE Offices, including London and Scotland, for face to face meetings and to deliver workshops.
Person specification
Essential Skills & Criteria
- Experience of delivering Organisational Design projects in a complex organisation or consultancy role. (lead criterion)
- The ability to work with senior teams using OD&D models and best practice to translate strategic goals into effective operating models, structures and ways of working. (lead criterion)
- Experience of producing and presenting information to management boards and internal and external stakeholders.
- Evidence of building and maintaining excellent stakeholder relationships within and outside the span of control of the project sponsor, and the ability to influence decision making.
- A proven ability of data analysis to inform options, recommendations, and decisions.
- Ability to use own initiative to plan and prioritise and be flexible in approach.
Hybrid Working

There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 60% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.
